What is the Level 3 Occupational Work Supervision NVQ?
The Level 3 NVQ in Occupational Work Supervision recognises the skills involved in supervising a team, gang or area of occupational work in a real construction workplace. It is intended for experienced people who coordinate work, organise resources, monitor progress and take responsibility for standards on site.
This is not a training course.
There is no classroom learning, no exams, and no unnecessary theory.
Assessment is based entirely on evidence from the work you already do.
Who the Level 3 NVQ is for
This qualification is suitable if you:
- Have relevant construction industry experience
- Already supervise a team, gang or area of occupational work
- Are occupationally competent at least equivalent to Level 2
- Coordinate people, work activities, resources or materials
- Monitor progress, quality and safe working
- Need the appropriate NVQ for an Occupational Work Supervisor Gold CSCS card
- Want your existing competence formally recognised without attending college

Who it is not for
This qualification is not suitable if you:
- You are not currently carrying out genuine supervisory duties
- Are new to site work or still learning supervisory skills
- Cannot demonstrate consistent, real-world site experience
- Need classroom-based teaching rather than assessment
- You have wider responsibility for the whole site or several subcontractors and may require the Level 4 Construction Site Supervision NVQ

How the Level 3 assessment works
The NVQ Level 3 in Occupational Work Supervision is assessed using evidence from your normal site work, not exams.
Your assessment typically includes:
- Evidence gathered from real work you are carrying out on site
- Professional discussion with a qualified assessor
- Remote and/or site-based assessment methods (where appropriate)
- Clear guidance on what evidence is required and how to provide it
The professional discussion allows your assessor to confirm your knowledge and decision-making in real working situations.
There are no classroom sessions or written exams. Assessment is based on evidence from the work you already do, supported by professional discussion with your assessor.

1. Who is the Level 3 Occupational Work Supervision NVQ for?
This qualification is for experienced construction workers who already supervise a team, gang or defined area of occupational work.
You should be taking responsibility for activities such as organising work, coordinating people and resources, monitoring progress, maintaining standards and helping to ensure work is completed safely.
It is a workplace assessment of skills you already use. It is not an introductory course for someone with no supervisory experience.
2. Do I need to have “supervisor” in my job title?
No. Your actual responsibilities are more important than the title on your payslip.
You might be described as a supervisor, foreman, ganger, lead worker or team leader. You may still be suitable if you can demonstrate that you genuinely supervise people and take responsibility for occupational work.
We will ask about the work you carry out before confirming that this is the correct qualification.
3. Can I complete this NVQ if I am not supervising anyone yet?
Normally, no.
The NVQ assesses competence demonstrated through real supervisory work. You need experience supervising teams and access to suitable workplace evidence before you can be registered.

4. What is the difference between Occupational Work Supervision and Construction Site Supervision?
The correct qualification depends on what you actually supervise.
The Level 3 Occupational Work Supervision NVQ is normally suitable for someone supervising a trade team, gang or defined area of occupational work.
A Level 4 Construction Site Supervision NVQ may be more appropriate if you have wider responsibility across a site, coordinate several subcontractors or monitor the overall construction programme.
CSCS treats Occupational Work Supervisor and Building Site Supervisor as different occupations, so we will check your role before recommending a qualification.
5. Must I already have a Level 2 NVQ?
You do not necessarily need to hold a Level 2 certificate.
However, you must be occupationally competent at least to the equivalent of Level 2 in your area of construction work. You must also have relevant industry experience and experience supervising teams.
Your suitability may be confirmed through an existing qualification, evidence from previous work, an employer’s letter and a professional discussion.
6. What skills and responsibilities does the NVQ cover?
The qualification covers the main responsibilities involved in supervising occupational work, including:
- Confirming suitable methods of work
- Organising work activities and resources
- Coordinating work operations
- Maintaining good working relationships
- Maintaining health, safety, environmental and welfare standards
- Monitoring progress against work schedules
You will also complete two optional units relevant to your role. These can cover areas such as plant and equipment, quality standards, dimensional control or team performance.
7. How is the Level 3 NVQ assessed?
The assessment is based on the work you already carry out. There are no classroom sessions or written examinations.
Your assessor will agree an assessment plan with you, review evidence from your work and hold professional discussions to confirm your knowledge and decision-making.
You must complete a portfolio showing how you meet the requirements of the qualification. Your assessor will explain what is required and help you organise suitable evidence.
8. What evidence will I need?
Evidence depends on your role and may include:
- Site diaries and progress records
- Work programmes or schedules
- Risk assessments and method statements
- Toolbox talks and briefing records
- Photographs or videos of work
- Quality inspections
- Records relating to labour, materials or plant
- Emails or messages showing how you coordinated work
- Witness statements from managers or colleagues
- Professional discussion with your assessor
You will not be expected to produce paperwork that has nothing to do with your job. Your assessor will identify the evidence that is relevant to the work you carry out.
Assessment can often be completed remotely, although a site visit or workplace observation may be appropriate in some cases.
9. Will this NVQ allow me to apply for a Gold CSCS Supervisor card?
The Level 3 Occupational Work Supervision NVQ is the recognised qualification for the Occupational Work Supervisor occupation.
To apply for the Gold CSCS Supervisor card, you must also pass the CITB Specialist Supervisory Health, Safety and Environment Test and meet the current CSCS application requirements.
SSSTS is useful health and safety training, but it is not an occupational competence qualification and does not replace the NVQ for a CSCS card.
10. How long does the Occupational Work Supervision NVQ take?
The timescale depends on your experience, the responsibilities you currently have and how quickly suitable evidence can be collected.
Experienced supervisors who have good access to workplace evidence may complete the assessment within a matter of weeks. It may take longer if evidence needs to be gathered gradually or workplace access is limited.
We will not rush an assessment or approve evidence that does not meet the awarding body’s requirements. Your assessor will give you a clearer indication of the likely timescale after discussing your role and available evidence.
